The MetaTalk thread on race makes me feel less glib about this. Relatedly, did pre-jessamyn Metafilter count as "stern" enough to not suck? At one extreme, how sucky is a site that nurtures "polite" debate by fascists (r/TheMotte)?

I feel some degree of transparency and self-awareness is important. E.g. something like the MetaTalk subsite. How you do that right is another can of worms.

Notably this is the precise opposite of what's afforded by "federated" platforms like Mastodon: both rules have to apply to everybody in the community, not a small cluster that remains connected to everyone else.
