All I know is I had Spotify and YouTube running and my keyboard was controlling YouTube all of a sudden instead of Spotify

That just seems to me to verify that neither are independently listening for input from the keys on the keyboard, but fighting over the same API, and for some reason Chrome is winning priority. Wouldn't know how it manages that, mostly just speculating here.
