FWIW, calling toString on the number with a radix other than 10 gives an exact value, and should be cross-browser compatible. If you want a decimal value, you can do that and convert, or do iterated modulus and divide.
The `toString(2)` approach is a good shout but I found it stops working for some values. E.g. `Number.MIN_VALUE` is non-zero but `Number.MIN_VALUE.toString(2)` returns "0"
LOL I just tried `Number.MIN_VALUE.toString(2)` in Edge's dev tools and it crashed.
So anyway my current solution is to write the float to a Float64Array and then read the sign, exponent and mantissa back using bitwise operations
I mean, that's pretty much what I'd do if I wanted to know the exact value of a float. Tangentially, have you ever tried to detect whether a 0 is positive or negative in javascript? That one is also incredibly obnoxious.

It hadn't occurred to me that might work on +/- 0, but it does - provided you've got a modern browser. Sadly, much of the javascirpt I write is still in the subset supported by IE8.
The last time I had to deal with this, I decided not to use divide by +/- zero, but I now can't remember why.
