New York City essentially bought the subways to solve the same nickel problem. The privately-owned lines were losing money because they couldn't raise the price from 5¢. Replacing/upgrading the turnstiles to accept dimes wasn't feasible (not to mention the 200% price increase).
The section about the bottling contract is also ineptly written. I've read it 3 times, still no idea how the contract restricted the price.
