Android's built-in tzdata is tied to the operating system, and most Android devices don't get OS updates.

I ship up-to-date tzdata with my own apps as a result, but it can create some really awkward situations. For example, people purposefully set their device to the wrong timezone to make other apps "correct" but that messes up my app which handles their actual timezone correctly.

I would imagine concerns are more over legacy tech that predates such elegant solutions? I can see there being a bunch of embedded crap everywhere

Just updating the timezones doesn't necessarily solve everything for stuff like scheduled future events, where you might have one system assume the event is at a particular UTC time and another system assume it's local time.

And even for stuff within the scope of the tz database, six months may not be long enough for an update to get through to end users on a standard release schedule.
