DisplayPort Alternate Mode (VESA) C-to-DP cables and adapters are fully fledged USB-PD endpoints. Not just eMarker, they are an actual device. They instruct the host to dump DP onto the USB-C pins like a legacy cable. I'm trying to figure out whether USB Type-C to DisplayPort cables have an eMarker that indicates HBR2 vs HBR3 support. Anyone know? @USBCGuy ?

So data rates are only limited to cable quality. The USB-C chip has nothing to do with that part of it. All the DisplayPort speed negotiation and automatic link training happens over the analog "raw copper" lines. So HBR2 or HBR3 depends on cable quality and the monitor itself.
