Honestly what were we expecting? Of course they’ve begun to identify a target. If they hadn’t I’d dump half my shares tomorrow.

since Bill had always been very careful (and quite literal) with his words, I take this at face value "We have already **begun to identify** that business combination partner..." This is very different than "already in negotiations/communications with said target"
