What do you think is actually happening? It's all strange. He's a teenager with access to a terminal and tweets trades all day.
It's a fact that IBKR doesn't allow you to trade options until a certain age, even with a custodial account. I can't find any exceptions that that. I am all about being proven wrong, but following a kid with no skin in the game is scary.
