Sometimes people just don't care about labels? It's not about being ashamed. I think it's a little weird to force a label onto someone who doesn't want to be label and accuse them of internalized biphobia for personal choices

im bi not queer but this is a dumb take. yeah queer is watered down in pop culture but a lot of people still reclaim it for the same political reasons as in the 90s, and even as a general term some people just connect better with the vagueness esp regarding gender.
