For example if you run for an election, you have to list exactly 50% women and 50% men on the list. You are not allowed to have more women because then it would not be "equal". And there are many other things that work similarly
So that's where the fraternity part comes into play: it's the unified healthcare system, and all taxes we pay that are redistributed for example as student grants attributed according to the family earnings or other similar helps one can get from the state

So applying equality limits freedom, but somewhat prevents balancing established biases, and fraternity in turn helps evening this out
