It puts a spotlight on the fact something bad is happening. If he had simply refused an improper order, he would have quietly been replaced by someone who would do it.

Which is why he is needed so badly, and should have stayed. His replacement probably won't feel the same way. We need people like this fighting for us, not resigning in protest. Fight now, protest later.

It is essentially a "noisy withdrawal". Under ethics rules, you're not allowed to disclose a client's confidential info. But if the client - eg the DOJ - is committing a crime, Pilger can very publicly withdraw from representing it. It's a big neon sign saying "INVESTIGATE HERE"
