The difference is that it's not the first option. We have had over a decade of inadequate tooling for Scala (compared to, say, Java). We have five independent, competing and potentially incompatible LSP implementations, and we're bringing those people together to talk.
The working groups will not replace any existing tooling efforts. They're intended to complement them and coordinate between them. OSS hasn't historically been as successful as, say, @jetbrains at delivering good tools. We want the working groups to improve that. I'm hopeful!
