I would be tempted to say that if it's visibly circular and flat, you would write "disc", for example, "I took the lid off my hard disk, and could see the disc spinning inside!"

This is very confusing, but it sounds like a reasonable explanation.

Another datapoint: CDs and DVDs are, I think, always "discs", even in US English.
