Could we have the Scala 2.13/Dotty immutable collections live in the `scala.collection` (no `immutable`) package? @StefanZeiger @julienrf

i.e. to have a little extra bias towards the immutable collections over the mutable ones.

That seems counter-intuitive and an unnecessary breaking change, but all default imports will be immutable (including Seq)

Counter-intuitive because given the existence of `mutable`, you would expect a corresponding `immutable` categorization? Maybe.
