Is it more about whether the "phrasal" bit has connotations beyond merely being the intersection of strong things and things which are beer?

Think of it as a measure of importance. It is more important that the beer is Bavarian than that it is strong.

I actually wonder if that is how the ordering of English adjectives came about, by some measure of importance.
