is there a distinction missing between concrete type constructors and HK abstract types?
An implicit Foo[T] has lower precedence than Foo[Int] while Bar[U] has the same precedence as Bar[Seq] for abstract types T, U[_].

Yes,
@djspiewak has a usecase where that'd be very useful, but neither of us is sure what a general rule should be for even higher kinds.
