      After an evening trying to stop my computer repeatedly locking up, including a few kernel rebuilds, I found the problem: this hotel's wifi.

      Best guess is that this network uses some different, unfamiliar feature of my laptop's wifi chipset. Possibly more kernel rebuilds required.

      It's hilarious. I was sure it was an issue with the graphics (no!), but all the tweaking did get me much better video performance.

      So now video playback works at a steady 60Hz from my phone's network, or 0Hz from the hotel network. Was about 30Hz before.
