Getting around Penrith without a car (your own or cab) is basically impossible.
Just to clarify Daniel, getting around *Penrith* is trivial: it's tiny. But getting anywhere else is... get a car.

I guess the problem is that the conference venue and many of the lodgings are not in Penrith.

Yeah, and it's actually much worse this year: I'm managing about 60 rooms (speakers and attendees) in 17 locations...
