Oh, ok. I just solved it by reordering my type parameters.

@propensive think about def foo[A, B](l:List[A], f:A=>B) Using this order, A can be inferred, but it won't be. Unless it's higher kinded
@oferron Right. You have to write that foo[A, B](l: List[A])(f: A => B) to get inference to work off the first param, and not the second.
