The Florida ballot there isn't really representative of a regular voting ballot in US. Esp California where citizens can get proposed laws and amendments on ballot directly. Plus local resolution questions, bond issue authorizations etc.

Reading the rules on the left of each ballot just makes me more confused. You have a ton of votes, up to 3 can be spend on each person, you can also mark the header and every vote you have remaining will be assigned in order in that row, also you can cross out ones you don't want

Distributing your votes in this system strategically is a science by itself that goes by the nice term "kumulieren und panaschieren". The government has even created YouTube videos to explain how it works: https://youtu.be/gDEyqlw38aY?t=86 … I guess many people still screw it up...
