I was initially confused by use of &. I am assuming its a concatenation operator. Was wonder what is the type of Message?

& is for adding the multilingual strings to the multilingual message (appending to their union type in the process, so that it always reflects their content). This basically means putting them into the `Map` inside the `Messages`.
