But it's logical because every design change needs handoff to another person to implement, which may involve meetings, discussions and explanations, so they batch the changes to minimise those handoffs. It's just not practical for two people to make hundreds of changes piecemeal.
When I develop a website, I build the backend and the front-end in tandem. I experiment on both sides together, and my ideas evolve. The site will slowly tend towards a good design (I hope!) via a series of bad designs en route. But it gets there with less total development time.
So while there are some excellent designers out there who produce beautiful, intuitive and empathetic designs, if that is their whole job (and I believe it's viable that it might be) then it does come at a cost. Someone who can design and code well is likely to be more expedient.
