WiFi network is up, but Internet is down. Unfortunately, that's enough to make my home speaker refuse to play music.

That’s really bad design. Public shaming time: what make and model is the aforementioned speaker?
I want to be sure it's not my own incompetence before shaming anyone. ;) But it uses a Spotify protocol which, I think, uses my phone to tell the speaker what to download and play. And it downloads from the internet, not my phone.
