Tomorrow Italy will start the so called phase 2, alleviating, in very questionable ways, some restrictions. Example: we are allowed to meet relatives (cousins up to 6th degree), but not friends. Are we alone in this or are there other countries setting up similar idiotic rules?

That's the legal definition of "relative" in Italy, so yes.

Do you need to cary your genealogy certificate with you? Or could one safely assume everybody is a relative of each other by that definition? :-D
