We have a library we're publishing with sbt-ci-release (probably not relevant) and the 2.13 jarfiles contain nothing but manifests. No other symptoms, everything looks fine. publishLocal works. Anyone seen anything like this?

I don't know how it works (obviously) but is it building all target versions in parallel, and could it be interleaving a "clean" phase at the wrong time? I would be interested to see if those JAR files are still empty if 2.12 isn't built in the same run of SBT.

There is no `clean` phase that I know of, it works fine for `publishLocal`, and it has worked before on this repository … just stopped for some reason. I will read the diffs and see what we have done.
