Originally, decimation meant to reduce to 90%. It was the most severe punishment for insubordination in Roman legions. Every ten soldiers drew lots to determine which one of them will be killed by the other nine.
Ah, so my interpretation is also wrong (but maybe historically used too?), and the @TheOTown's article is actually spot-on!

Nowadays the word is used for both "reduction *to* 10%" and "reduction *by* 10%" which is utterly confusing. Basically, if you see it, assume the author wanted the sentence to sound epic, and that's it. No real information there :)
