Were they waiting for a dinner date to arrive? Did you communicate that you wanted a table for one without any language misunderstandings? Is it common there to dine alone? Somethings there are some fascinating cultural difference chain reactions causing these situations.

In any case, I consider it a privilege to have an hour and a half of reading before a nice meal. In London the opposite would be more likely, being paper cut with the menu til you confessed your order in order to keel up with the tight dinning slot schedule.
