The hard part of solitaire solver will be eliminating idle loops, moving a card back and forth between cells and tableau. Will have to keep track of where the card came from.

So a card taken from the tableau now remembers its predecessor and can't be put back on it. I wonder if this solves all problems. It worked for a small test case...

Apart from the deck, there may be up to three different places the same card may be placed, so you might risk an infinite three-step cycle. (It's not often useful to move cards out of the foundation pile once they're there, but in some games it's essential to win.)
