The hard part of solitaire solver will be eliminating idle loops, moving a card back and forth between cells and tableau. Will have to keep track of where the card came from.
Apart from the deck, there may be up to three different places the same card may be placed, so you might risk an infinite three-step cycle. (It's not often useful to move cards out of the foundation pile once they're there, but in some games it's essential to win.)
