I'm staying in a motel in Utah tonight. On the table is an upturned, white, approximately three-litre, plastic bowl, beneath which is a transparent bag, all atop a beige plastic tray which is screwed (with a single screw) to the table. It can rotate. But what does it all mean?

Oh, you might be right! The bag is because nobody can trust the bucket to be clean. That makes sense. And the tray... to protect the (cheap wood-effect veneer) table from an icy-cold bucket?
