By coincidence, I am currently in the same room as that person, so I asked them directly whether they had any evidence of a no-hire list, and they don't. They acknowledge that it's nothing more than speculation that they weren't hired.
That said, there are on measures in most companies to stop someone on a team being able to identify candidates who have public profiles which they don't like, and effectively vetoing their hiring at some point during the interview process.
But a distributed no-hire list is a long-shot from that, and I believe the legal consequences of such a list existing are severe enough to make it extremely unlikely anyone would risk maintaining such a thing.
So the idea that there's a "no-hire list" being passed around tech companies really needs to die, at least until someone produces actual evidence that it does. Speculation is cheap.
