That said, there are on measures in most companies to stop someone on a team being able to identify candidates who have public profiles which they don't like, and effectively vetoing their hiring at some point during the interview process.

But a distributed no-hire list is a long-shot from that, and I believe the legal consequences of such a list existing are severe enough to make it extremely unlikely anyone would risk maintaining such a thing.
