Yes, I have seen no evidence of the list. I can't prove its non-existence, of course, but I think the rumors of it have been a convenient prop in arguments. It's very easy, when someone is rejected from a job, to believe there might be something unfair going on.
I think this is why the rumors of the "no-hire list" have persisted. I have heard of one specific account of someone applying for a job in a team where someone accused of proliferating a no-hire list was working, which was unexpectedly ended.
By coincidence, I am currently in the same room as that person, so I asked them directly whether they had any evidence of a no-hire list, and they don't. They acknowledge that it's nothing more than speculation that they weren't hired.
That said, there are on measures in most companies to stop someone on a team being able to identify candidates who have public profiles which they don't like, and effectively vetoing their hiring at some point during the interview process.
