Given all the careful qualifications in the PR, it seems like you're endorsing the idea that decisions should be made in the absence of evidence. "Let's prejudge the evidence so we don't even need to bother collecting it."

I'm simply amused that the only thing that matters is who creates the proposal: There is nothing in the PR that couldn't have been sorted out 5 years ago. At this point Scala's "process" has become a running joke – half-assed, 5 years late, but "invented" by the "right" people.
