I just merged this, though I realised that the issues you were seeing were caused by me forgetting to include the project/plugins.sbt file. It looks like there's a different problem, though: sbt simply isn't compiling anything except the tests...
The dependency is there, but compilation completes without anything actually being compiled. (We still have the problem with the dependencies of the tests, but I can work around that.)
