The accent is not usually written for a capital E - I think that's the reason.

No, I mean why it's not circumflexe instead of acute. The rule is no accents in capital letters, yes (French, Spanish and Catalan at least)

"é" also indicates a lost "s" and I think it depends on the pronunciation (imagine an "s" then elide it) whether it becomes "é" or "ê", but I can't think of a French word beginning with "ê" (though there are words beginning with "â" and "ô").
