At QA Locate, we solved that.
Google's https://plus.codes/ are a nice idea, but as far as I can tell, they only encode latitude and longitude, not altitude, so can't disambiguate between some addresses in three-dimensional cities like Edinburgh or Chicago where changing level may involve a long walk...
