If you switch from a different keyboard layout while it's open the shortcuts break. Closing and reopening fixes them for the new keyboard layout. I experience it when switching from my http://keyboard.io to my laptop keyboard.

Hmm, I use VSCode on Ubuntu 18.04 (do not think that an external keyboard is a factor, its all on the same bus) and I switch between English and Swedish layout all the time without any issue, what Linux version are you on ?
