Some of them are binary but not source incompatibilities so sure, that’s the whole point, I think. But some are just broken under 2.13, such as scoverage.
I have other issues with fury, which I already brought up with @propensive, and might be show stoppers for my specific needs
Plugins generally imply tighter integration with the thing they're pluging-in to than @Ciberon is suggesting, I think. That's the thing I don't like.

Alright then, when I say plugin, I mean the option to run arbitrary code on files, with access to some build data - such as source folders, xlasspath...
