If you're just a regular old person posting a comment, you don't have a lot of power, and the worst thing that can happen is you post things people don't like. But when you accept more power over other users, you better damn know how to use that responsibly. There's no excuse.
As for the "should it be required" part, I don't think there's been anything so egregious that it's worth his time to step in, given his reasons for being a moderator. (Some people might disagree, but I can imagine much worse moderation, and the line has to be drawn somewhere.)

Maybe I’m not explaining it very well, but it rankled me to see someone ridiculing Sam for posting. Like, ‘You’re an outsider now, why are you even here?’ It was upvoted and went unremarked. Like a hive mind has formed.

I didn't see that in particular, and it does sound like double-standards. For every message posted, I think there's a huge amount of context which each reader (@fpmortals,
@joshlemer, innocent bystanders) will use to interpret it. It's no wonder the interpretations are different.
