I'm also concerned that "shouting at the bullies" makes the whole environment more unpleasant for all the innocent bystanders. I have much more interest in having them know that it's a friendly place.

Yes, but I think the more you talk about this, the more "moderators" shift towards "bullies" in a "crooked organisation" and the language is fooling you into thinking they're something they're not: I really don't believe there's evil intent. They're doing their jobs; maybe badly.

I'm not sure why they seem outrageous. None of my suggestions are extreme in any way (it's somewhat against my nature). I've just shared ideas which I think should make the community more enjoyable for the majority of people (and defended them).

Essentially what I said was, "the way you are saying things, people are misinterpreting you, and you could say these things differently so that they are less likely to." That's a bit more nuanced than the way it's paraphrased in your tweet, though.
