I read the responses, and nobody has really said it yet, but it's pretty obvious to me that the quality of the software would improve. Some new features might take longer to implement once they're pushing against the limit, but the surface area for bugs would be much reduced.
Generally speaking, as a solution for amortizing the pains of technical debt, I think it's one of the bluntest, most arbitrary, and most effective rules you could impose.
