Interesting work. While A/V stream speed is an easy, intuitive concept for people to rally behind, I hope you also look at access to information (e.g. news) where latency might affect people's behavior more than throughout. The host classifiers feel especially dangerous.

It's an interesting area to study for sure, and our techniques can also detect delay-based differentiation -- we just haven't found any examples in the wild. Not hard to add such tests, just hasn't been a priority yet.
