Well in many countries (I should say political regimes) unfortunately, there are rules. Artists breaking those rules pay by their liberty or even their life. Globally most people live in such countries.

counterpoint: prestige music does not have "rules" but does have an awful lot of norms, which if you break you won't be taken seriously.

I would go further and suggest that for a long time counterpoint was taught and understood as a system of rules that you could bend but not break. It's an exception, though.
