@1VA2021 what’s the best way to divide a state into districts? By metro area? Population? Industry? I’m curious what studies have shown to be the fairest and what makes them that way.

The goal would be to keep communities together. There aren’t yet great ways to ID that everywhere so proxies like town lines and neighborhoods are good.
