Why is public transport in London so much better than in New York? Both cities are huge, rich, crowded, and diverse, with complex old infrastructure and 'democratic' (oligarchic) governments. Seriously, why the difference?

I'm in NYC at the moment. Its public transport system seems to have been designed by psychopathic toddlers on acid.
