I'd guess it's a cultural thing, America seems to be focused on individual autonomy and personal freedoms - the car is thought of as the only mode of transportation in most states, and so trains/buses are just not utilised the same, lower usage has meant lower investment.

Also the forced subsidization of auto manufacturers, banks, & transportation infrastructure (roads) has made owning & operating an automobile artificially affordable. Couple that with just how big/difficult to traverse/connect the rest of America is...
