Rulers in 'democracies' can see the need to engineer false flags/threats. Monarchy/oligarchies should probably do them, too, to keep the masses on board if things go sour, but they're used to being obeyed without question. They develop an extra amount of arrogance and stupidity.
In foreign policy, the difference between a 'democracy' and a monarchy/ oligarchy is that in 'democracy', the rulers must engineer enough false flag operations so mainstream media can incite public opinion to support the required wars.
