General rule seems to be short-lived species evolved to respond more to short term fluctuations in food availability and other environmental conditions. (First heard this as an argument for why caloric restriction for extreme longevity seems unlikely to work in humans.)

In most cases of evolution for long-lived species planning an entire lifespan based on a fluctuation in rainfall over a year or two would be long-term detrimental. Overcompensation. Human culture, cooperative sharing, makes it even more so.
