He's probably right that mutation-selection balance is the main process that maintains heritable variation in intelligence within populations (as I've often argued). But it makes no sense to argue that this makes between-population differences unlikely. IMHO.

Dog breeds can evolve different traits averages within a few dozen generations, even if most trait variation within breed is due to mutation load variance.
